Kylo's force senses are something that they would experience it as he does, however you as a player want to represent it narratively. For example, if he can force sense another's presence the character could be described as also "feeling" that presence.

Being in the Horizon is not necessary for his senses to be available in the memory as he personally experiences them. As this is just a part of his experience, it would be available in the memory regardless of where he is.
