Confident that someone he trusts is in the tunnels, Bucky will be focusing on the festival. He is very much not in his element when it comes to playing politics, but he's going to try and it's going to be awkward and uncomfortable for everyone involved. Would you like an awkward conversation or some company skulking in the corner with you when he needs a break? Bucky's your guy!

Sparring is definitely on the table. Bucky's not interested in really hurting anyone, but a friendly match is on the table as long as he can wrap his metal hand so as to not break anyone who can't survive metal punches. A less friendly match would only be likely if someone really pissed him off (but that's also on the table if it interests anyone/comes up somehow.

Vote for him to talk to a representative. Or don't. He's trying!

He will also be visiting the black market, but he's got a strict no blood policy for himself and he will be sticking to watching the magic demonstrations for now.

On the 19th, he'll probably get a little tipsy by surprise. He hasn't been drunk in decades so it will be odd for him. Whether that provides some lightness or an existential crisis about personal control is anyone's guess.
