Jesper's sincerity is successful. The interviewer is sympathetic. She assures him that while folks believe in the advantages that technology holds over relying on pure magic, anyone seeking to persecute magical use is an outlier and wouldn't have the support of the government. Such radical beliefs are isolated to the island of Endsmuth. She tells him that what he's confessed will be kept in confidence.

She advises him that next time, when doing official work with the military, he should be honest with them. She suggests that if he's cautious about his abilities, he should seek duties that won't run the risk of him needing to use them. Implied in her message is that his assistance may be denied in the future if he continues to obscure the truth when participating in formal assignments from the Free Cities.

She adds that his skills are useful. He seems like an upstanding young man who just wants to help. She'd be happy to help him find a use for his magic in a productive way (in other words, to assist the Free Cities), as their intention is not to force him to hide it. He only needs to ask.
