He thanks Kyle for coming down to clear the record, and says he'll close the complaint. Kyle is free to go. Before he does, however, the guardsman will give Kyle an envelope and ask him to safely deliver it to an old, tiny house in Nott belonging to a young man and his two sons. Kyle can do this whenever his next official delivery takes him to the city. The envelope is sealed, but the contents aren't noteworthy. Inside is a small amount of money (Kyle may be able to feel the coins) and a brief letter. It seems the guardsman just wants to make sure the money isn't stolen. Kyle has a reputation of packages reaching their destination intact.
