While the government wouldn't formally sanction this, as they do not want it publicly known that they're willing to send any of the Summoned as a sacrifice, they wouldn't stop Viktor from going ahead. The Prime Minister, through Aleksander, will grant Viktor a research stipend if he agrees not to talk about the true purpose of his research to anyone else other than those directly involved. Officially, he is only working on some standard tracking technology.

Viktor is welcome to implant the tracker on 2-3 Summoned who are not particularly important to the Free Cities, such as new arrivals or those with low influence or who have contributed minimally to the city.
