She will also offer a firm but honest apology that this has happened under her watch and assures Sam the Free Cities is doing whatever it takes to bring the Summoned home safely.
After some consideration, Marlo will agree to give Sam full access to his wings if in return, Sam operates as a temporary contractor of the military until the Summoned are safely rescued (effectively, the duration of the event). He will not be required to report to anyone nor be assigned any military business, but he will have to submit a formal written report following each flight mission. This is only in regards to operations that involve the use of his wings. His contract will state clearly that this is an emergency situation and that once the Summoned are brought home safe, the agreement will revert to its previous conditions for both parties.
Regarding keeping lists and records, Sam is welcome to organize as he sees fit. The Free Cities will accept any help to keep the population calm and orderly.
When Part 2 arrives, Sam is certainly welcome to take the lead alongside other high ranking Summoned to form rescue and search operations. Once a plan is put into place, the Free Cities will support it and will provide necessary resources.
