Sten can be found in the Square. He apologizes for the delay in his response. The braerium will indeed be made available for the Summoned. However, they must retrieve it from Nocwich directly while in the Square, since the Lunae won't formally deliver it to the Free Cities - or any - government. Once it is in the Summoned's hands, though, they can of course do as they see fit with it to help their friends.
