Vote: YEA. James is working to cause a good impression on the Free Cities. He wants to stand out as dedicated, hard-working and trustworthy (lmao), so he is doing everything within his reach to prove himself in that regard. So he has voted to help because it'll give the faction a greater chance at uncovering secrets and gaining valuable intel from/about the Nether and its locals. He doesn't actually give a damn about the dragons or whatever, but he's very good at pretending like he does.
Healing Efforts: Gathering ingredients. He's not very useful with much of anything else.
Activities: He will be hunting. I'm interested in having him explore Cinder's Core and deal its traps, as well as Aetherie once we get more information on that. And while he's not particularly interested in interacting with the dragons, I'm toying with the idea of one of the hatchlings taking a liking to him, much to his annoyance. (Possibly he's already got two roommates but I'll leave that open too in case that doesn't pan out.)
General plans: Open to whatever! Still want to toss James around more, have him meet more people, so anything goes.
