What's the policy on distinctly non-human characters (like, say, dinosaurs)? I imagine there's some shrinking down in most cases, but are they still expected to wear clothes and treated like more conventionally shaped characters?
Additionally, and very specifically, characters from the canon I'm thinking of have the minds of humans, rendered into "thought-energy brainwaves" and attached to/possessing highly intelligent but not-quite-people reptiles, able to speak via telepathy. I feel like power suppression would leave the bodies' original owners in full control - does that mean prison's not an option?
