Any player can post the motion, but ICly, it will be the voted representatives who approach officials with the proposal.

Reply under the appropriate territory with the form to propose a motion. Because only one proposal will be heard by territory officials each meeting (every 2 months), the motion should be important to your character which affects the Summoned in your territory overall.
Motions should be proposed below by mid-month and votes should conclude by the end of the month, in time to be formally submitted to the mod team.
For personal requests, use the Plot Engagement as usual.
◎ Submissions are IC. By submitting, your character is actively suggesting their idea in-game to the other Summoned during the meeting.
◎ To support, players can +1 beneath a motion they support.
◎ A motion must have at least 3 in support to be considered. If multiple are in play, the one with the most support will be heard by officials. You may resubmit motions from a previous meeting.
◎ Submitting a motion each meeting is not required. If no one has anything to propose, the Conclave will reconvene next round.

Having gone over the Free Cities 'counteroffer', this time they will propose to open a dedicated medical clinic on-site. Adrienne and Nadine have graciously agreed to use their medical expertise to help get things started. Rio Enterprises will be working on supplying prosthetics for those who have been injured. Additional Summoned assistance will gladly be accepted once the proposal is officially approved.

The Kingdom of Thorne has reviewed the Conclave's proposal. The crown agrees to allow any trusted Summoned who has lived in the Castle for at least 30 days to stay in Nott overnight. While the crown will not place formal restrictions on the frequency, the Summoned should try to keep their overnight stays to reasonable amounts - roughly once a week or so.
Anyone perceived to be living in Nott full-time will be given a notice on a case-by-case basis.
Portam Hall has reviewed the Conclave's proposal. The Free Cities government agrees to help fund a dedicated medical clinic at the Farhill Mining Camp to begin with. Additional medical clinics may be set up at other mining sites in the future once the initial project has been deemed a success.
All volunteers are welcome. They will be working alongside local doctors and other workers assigned to the project.
Some late follow up q's, sorry! How far is the camp from Cadens (or if it's closer to another city), and how feasible would it be for the operation to get started this month with all the dust storms?
The camp is a 1-2 day ride from Cadens, depending on the speed and endurance of the rider and horse. A wagon would take closer to 2 days. It's located in the desert hills roughly southward. This is the same mining camp that was originally the site of one of the rifts when the Anomalous Beasts came.
Due to the storm, the Free Cities will establish a temporary portal stone there and back. Once the portal instabilities occur towards the end of the month, they will likely shut that down for safety reasons.
