If Istredd means how the Nether knows whether the artifact existed in history in the first place, then this is common knowledge.

If Istredd means whether the Nether knows it currently is in Ikorr's hands and is not lost like Ikorr claims, then the Nether actually does not know about this. They're only inquiring after its potential resurfacing and requesting that Ikorr promise to give it over if they ever find it - a promise Ikorr has not agreed to. However, Soraya will admit it's impossible to know what the Nether truly believes or not since they're as secretive as the Ikorrans. Diplomatically, they have not made it official that they're aware the artifact has been found.

Soraya will acknowledge that it's possible some visiting Draconae have ties to the Luna, but she does not believe the Draconae are interested overall in stirring conflict due to their current troubles with their dragons.

Ikorr firmly believes it is in better hands with them, and further mistrust the Nether due to how many of them have close ties to Luna. Luna is Ikorr's main concern when it comes to discovering the artifact's existence due to their proximity and their bloody history. They are not particularly worried about the major territories, who Ikorr posit are doing far more dangerous things with the Singularity and have no leg to stand on to make demands. The territories almost never interfere with matters in Nocwich on top of that.

Ikorr does not have a relationship with the Nether where they would pool resources. The Nether has as many secrets in its Citadel as Ikorr does in its vaults.
