The Fey keep out of dealings with the humans in the other main territories, but conflict has always existed between them and Nocwich.

He agrees Luna is another possibility, but Ikorr and Luna have been working together lately. He's not sure any of them would want that peace disrupted...though one never knows with the werewolves.
