A few years ago, a bunch of people were kidnapped to Thorne, it's one of the places, the one with the intense controlling royalty. It was bad, they were imprisoned and treated badly, and one was about to be executed. Randomly these two people showed up and opened portals to Solvunn and Free Cities. Most people ran through them.
[ Julia gets this through probably third-hand accounts at this point, but it was written down in someone's Horizon domain so she read through it to get a sense of what went on. In case there are clues for their future within it. ]
After those places gave refuge to the Summoned, they decided to start Summoning themselves. Now my guess is they didn't want Thorne to get ahead of them and Summon a whole army of cool powerful people, so figured it was the only way to stay on par with them. They didn't seem interested in doing it before then. So I'm not sure why Solvunn is still doing it, outside of they think now that the gods want them to.
