She had a feeling this conversation was far from idle chatter, but now at least she can discern a motive. He's getting information from her, just as she's getting information from him.
The bits and pieces of gossip she's managed to catch suddenly make much more sense. The "refugees" are the summoned who escaped whatever treatment they had received in Thorne, up to and including imprisonment if his account is to be believed. (Alice sees no reason not to believe it.)]
