The retrieval quests are predicated on the character accomplishing this to not be recognized or discovered, so delivering anything to the NPCs would out them immediately and would not be possible.

Teddy can simply give anything they want to officials of the minor territory they are currently with. Officials will do their best to get them delivered but cannot promise anything given the chaotic situation.
