It just feels too familiar to the worst aspects of his place of birth... to the upward battle of accused heretics, and the justice system that would rather see them virtuously murdered and allowed to meet their goddess than proved innocent.
Ishgard is changing, but the Ishgard of now is not the one he grew up in. And to throw innocents in jail by the will of one man... it feels very much like the Ishgard of yesterday.
