If Jayce is persistent, he will be directed to a booth in another section of Portam Hall where he will be asked to wait. It will be a long wait, a couple of hours. If he waits nonetheless, he will be given an unusually thick stack of forms that asks him to formally submit his concerns regarding the situation and the solution he is seeking. Many of the required fields appear redundant. If he successfully returns the forms, the clerk will take his papers and he will not hear back from them. If Jayce follows up in person, he will be informed that his concerns are "in queue" but once again, he will not hear back.
