Each year between December 14th - 21st, the Singularity and all magic associated with it begins to wane until it reaches its weakest point on the Solstice - the 21st. While the Summoned are not affected due to their unique connection to the Singularity, the rest of Abraxas is, making it an especially dangerous time when tensions are high.
In a move meant to place Nocwich on the board as more than a small bystander nation - and to gain leverage against Ikorr, with whom they remain in conflict - Luna, the territory of the werewolves, has stepped forward to mediate between the three nations. Having provided each nation with a rare and valuable resource, and thanks to the support of the Summoned, Nocwich now possesses more influence than it had in the past.
Since none of the nations trust that the others won't send their Summoned in secret as they did last year, they will only agree to this mediation if each of the Summoned can be gathered into one secure spot. This location will be none other than Luna, favored by the the majority of the Summoned. Although officials will not make this explicitly known, this is the real reason behind the invitations to visit Luna.
As for Nocwich, they will state that their formal interest in the situation is to preserve the magic that keeps their territory in eternal darkness. Their concern is, should anyone disturb the Singularity during the Dimming, it will risk disrupting the spell which protects them from the sun.

Mediation
Unlike previous gatherings, this event is not ICly optional. Characters who don't want to attend must have permission from an official and a reason for remaining behind. OOCly, players can simply handwave their character's attendance if they don't wish to participate!
Characters who have explicit permission to not attend, including approved player plots, will receive an escort from Nocwich. The escort is meant to be a neutral party who will make sure no one is using any Summoned who are not in attendance to attack in secret.
Formally, officials will request the Summoned to participate, stressing that this is a diplomatically sensitive gathering, and that any refusal of cooperation could escalate the war further as well as risk damaging talks. However, should anyone continue to be reluctant to attend, officials are open to negotiating a small favor or a sum of money in exchange...provided characters are amenable and polite. Anyone causing too much trouble will be jailed (or banished, in Solvunn) for the duration of the event.
Because attendance is mandatory, all characters will receive a daily allowance to spend on food and entertainment, paid-for accommodations, and personal guards upon request for additional security.

Event Timeline
Once characters arrive in Nocwich, they will not be able to leave until the event is over. Worth noting is that all attending officials are in the same position. They, too, are barred from leaving - regardless of rank or position.
- December 14th
- The event will begin on December 14th, as the Singularity begins to wane. Characters will have 24 hours to formally arrive and check in at Oleuni Square. From here, they can explore the Square as usual until all of the Summoned have been accounted for. Security is much heavier, due to the events of the last meeting on Nocwich.
- December 15th - 19th

On the 15th, the Summoned will be led through a portal, then into a foreboding but elegant carriage pulled by spectral steeds. The former Nocwich delegates might recognize this style of carriage. Each carriage will be marked with a nation's emblem. The Summoned should ride in their own nation's carriage, or else they must find their way to their assigned inn afterwards. They will not be allowed to stay at a different inn. They must remain in the one assigned to them.
Carriages will drop the Summoned at their respective inns in Luna. Room, meals, and amenities are paid for. Characters can spend extra to upgrade, although what they're provided is quite comfortable, even lavish...almost as if officials are trying to make the Summoned forget that they weren't given much of a choice to be here.
Characters will be able to explore the city of Luna in full! The Winter Solstice and the Dimming plays an important role in Nocwich. Luna will have related celebrations and decorations throughout town, which visitors are invited to join in on. This includes the Blinding of the Sacred Geese, a tradition that sounds unsettling but is actually an event in which a variety of geese are released into town with a token shaped like an eye around its neck. Retrieving this token, or "blinding," the goose will net you a small prize in exchange. Don't take the task too lightly, though. These geese are known for their vicious kicks and biting.

On the 20th, the same carriages will take the Summoned to the coast north of Nocwich where a large, extravagant ship is docked. The ship will have cabins, a tavern and lounge, art supplies, a few entertainment areas...and an odd mascot rumored to have unmatched speeds. They'll also have the opportunity to observe some unusual sea life activity during the journey. The trip will go from morning to sundown before the Summoned are dropped off on a small island off the coast of Nocwich. Because the island doesn't have any inns, characters will need to return to the ship and their cabins to rest throughout the duration of their stay.
The island is where the negotiations will be taking place in a well-guarded building. While the Summoned are not invited to attend, they will be able to receive updates on how things are proceeding. Where the Summoned were once somewhat on the sidelines, officials now see fit to involve the Summoned in their politics - whether they want to be or not.
Most significantly, the Summoned will each receive a blank parchment scroll. They will be able to fill this parchment out and have it delivered to an official of their choosing. This official must belong to the character's faction. They will not be able to communicate with anyone at the negotiating table who's from an foreign nation.
Messages will be screened by the messenger, a young man who is deathly afraid of losing his job (and his head). Anything not written in good faith will be discarded as a result. Otherwise, the Summoned may choose to do one of the following:◎ Deliver information they believe is pertinent to the negotiations.
The IC Event Post will have a comment thread where messages can be deposited. While we can't promise that all of the messages will be actionable, we'll take a look and do our best to see how characters' messages will sway the proceedings!
◎ Request something from the negotiations that they believe will be useful to both their faction and the Summoned who live there.
◎ Attempt to make a play to sway their faction towards a decision that will suit the character's agenda, whether that benefits the factions or not.
Those who are not interested in politics can enjoy fancy dinners, art lessons and gambling lounges on the ship, and possibly may even hear some murmurs about the Drowned City of Tornis. Tornis, of course, is said to have once stood not far from Luna. These days, there's only ocean and there are no signs that Tornis ever existed.
Investigation Options
Characters will have the opportunity to come across avenues of investigation that might interest them, based on what they learn during the event. While all characters can learn something, how they go about it and the sort of information they can get will depend on their influence rank. Players do not need to act on this information immediately! These reveals will simply be things characters can keep in mind as possible plot points to look into if they wish, or to use to their own advantage.
Information Gathering: Rank 4 or Below
For characters who are Rank 4 and below in their respective nation, they'll have the opportunity to eavesdrop. Due to being a lesser known face, they'll be easily overlooked and can have the chance to hear something of value during the event. This includes brand new arrivals and those of zero rank.
Characters can choose which major nation they want to eavesdrop on: Thorne, the Free Cities, or Solvunn. Here's a glimpse of what types of details might be floating around, depending on which faction your character chooses:

◎ THORNE may have gossip pertaining to Queen Ellya, the Duchess of Hayle - Anastasia Rhett, and Nott.To keep players in the game up to date, we'll summarize all overheard details into one place. While your character may only receive one or two key pieces of knowledge in-game, our goal is for every player to be on the same page OOCly. Players will also be able to use this opportunity to ICly exchange information or seek out CR with characters holding information that they might want their character to investigate. In other words, don't worry! You won't be locked into the faction or detail you end up receiving. It will simply be your starting point.
◎ THE FREE CITIES may have gossip pertaining to Prime Minister Marlo's previous elections, Quilleth's ambitions for Libertas, and Aleksander's classified inventions.
◎ SOLVUNN may have gossip pertaining to political maneuvers within the Council, Josselyn Creed - the Council's youngest member, and odd activity in the Secondary and Tertiary Settlement.
Sign-ups will open during the IC Event Post. Everyone who signs up will receive something. All of the information will (hopefully) be useful! Signing up will simply involve commenting with your character's name, influence rank, and who they're eavesdropping on.
Players can also optionally link a thread in the event post where their character is shown to be listening in to receive a bonus piece of information from another faction of their choice.

Questioning an NPC: Rank 5 or Above
For characters who are Rank 5 and above in their respective nation, they'll have the opportunity to ask a total of 2 questions from a nation official of their choice. Yes, for the first time characters can speak to an official from an opposing faction. They can use both questions on one NPC or spend them on 2 different NPCs.

- Can characters secretly sneak into and exchange rooms with another inn?
- Yes, to an extent! If they're subtle about it and it's only for a night, it's unlikely anyone will do something about it. If they're attempting to move all their belongings over and stay for a few days, they'll be firmly asked to return to their assigned inn.
- Is it possible to return to Oleuni Square?
- Yes, during their stay in Luna, they'll be able to take the portal back into Oleuni Square. When they reach the island, however, they will have to remain on the island.
- Will the ship be similarly divided between the three nations?
- No. Once on the ship, characters won't be divided between their cabins or in any of the common spaces.
- What exactly is being discussed during the negotiations?
- Word has it the negotiations center around the Singularity, questions of territory, and the blights that afflicted the land last month. The Heralds weakened all three nations a great deal, particularly where crops and resources are concerned. More will be revealed on the IC Event Post!
- My character is below Rank 5, but has a compelling reason to get the attention of one of the faction officials. Is it possible they'd have a chance to ask a question?
- Yes, this would be possible! If you have good reason to believe an official from another faction would stop to hear your character out, you can contact us on the Plot Engagement page and submit it as a player plot.
- Are the Nocwich representatives present? Will they be available to speak to?
- Nocwich representatives who met with the delegates will be present! While they won't be formally available to speak to through the event's mechanic, you can use the Questions thread below throughout the IC event if there's something you want your character to bring a representative's attention.
- Will the Dimming affect our characters in any way?
- No, the waning magic from the dimming only affects the natives of Abraxas. It will not affect the Summoned. Magic belonging to the natives will be weaker. For example, two mages might need to combine their strength to perform a spell that typically one could do. Each nation views the Dimming differently. Descriptions from last year can be viewed at the following links: Thorne | Free Cities | Solvunn.
This year, the Dimming will be viewed through the lens of the Lunae, but attitudes from natives hailing from the other factions can be observed. - Will you be rolling the outcome for the geese chasing?
- Yes, we will! There will be a section on the IC Event Post where you may submit your character's attempt at seizing a goose to see how well they do.
- What sorts of reasons are sufficient for remaining behind?
- Circumstances such as severe illness, injury, and official business assigned from officials themselves can be applied for. If you feel your character falls under such a category, you can ask us in the Questions section! Keep in mind characters do not need to be officially excused IC for you to opt out of the event. You can handwave your character's attendance or have them sit in a jail cell for its duration if you won't be participating.
- Can my character be caught eavesdropping?
- Sure! Unless a character is blatantly spying and breaking into places they shouldn't be, a hasty excuse will work to get them out of trouble. Feel free to have fun with close calls, using magic or other skills to duck away or hide in plain sight, and so forth.
- What if my character isn't the type to snoop?
- Characters can be at the right place at the right time completely by accident! If your character won't go out of their way to spy, they can still unintentionally overhear information.
