It'll work on small amounts only like a range of a glass to a pitcher of water or less at first, and then gradually moving up to larger amounts (an average sized puddle, nothing too out there). Occasionally something he touches, like a tabletop or a door/doorway, might abruptly frost or ice over over heavily for a couple minutes until he learns to control it with practice.
