OOC Notices
Upcoming Festivals | Link
The festival for December across all three nations is based around the Dimming of the Singularity, in which its magic begins to wane during the last two weeks of the month before regaining its full strength by the new year. The Summoned can observe preparations and chatter from locals throughout the month, some of which are described in themed prompts on the Test Drive Meme.
Event #16 will be based around this festival, so stay tuned!
Summoned Conclave
Representatives | Link
New representatives must be chosen this meeting. Any Summoned who want to hold their current positions need to resubmit their bid. New arrivals can submit themselves as candidate if they wish. A bid as candidate can also be submitted on behalf of another character, as long as OOC player permission is obtained.
Motions Sanctioned
No standard motions were passed the previous meeting. However, Thorne, the Free Cities, and Solvunn have reviewed the goals set by the Conclaves in regards to investigating the sunken island used by the Acolytes. A formal excursion is set for the end of December. It will take place as part of Event #16.
Open Motions | Link
All Summoned are encouraged to submit a motion to be passed and sent to officials for consideration.

The Nether | LinkLetters from the Nether were sent to the Summoned Conclaves, requesting help with their ailing dragons, a crisis that threatened to destabilize or even destroy the Dracaone. The Summoned then voted on whether they'd negotiate as representatives of their nations or proceed to aid the dragons alone. Decision made, the Summoned traveled to the Nether to seek a cure...and discovered the unique effect they have on the land.
Thanks to their efforts, a healing elixir was created. The Nether's last two adult dragons are slowly recovering. In exchange, each nation received a something for their assistance.

FORMAL SUBMISSIONS
Any player can post the motion, but ICly, it will be the voted representatives who approach officials with the proposal.
Soft submission deadline is January 7th at 11:59 ET.

Proposal: The Free Cities conclave would like to propose that better working conditions and wage laws be applied to the workers of the Farhill Mining Camp. This comes from concern that child labor is being exploited to keep the mine up and running, but they also understand that most of these kids want to keep their livelihoods at the mine as they may be the only source of income for their families.
If there isn't a better option as of yet for these children and their families, then the conclave reps at least want to ensure that the children (and all the miners) are protected, both in terms of the working conditions (that they're not sent into any potentially dangerous or life-threatening parts of the mineshaft) and financially (raising minimum wage to make sure that they're actually receiving a living wage).
Essentially, they want to work toward a union for the miners.
Notes: While this is proposed formally by Steve Rogers, Claude Riegen, and Astarion, they also consulted with Viktor, Cal Kestis, and Sam Wilson as three other parties who are invested in this issue.
In terms of negotation and adjusting laws, Astarion does have some law-related experience and has been studying law in Aquila. Steve and Claude will also be willing to help with negotiation as both of them have past experience with public speaking, politics, etc.
If any additional law-savvy people might be needed to help with this, Steve would be willing to bring Matt Murdock in as well, as another person with that kind of experience!
Sam supports all of this as well, and can offer any of his influence with arranging meetings, doing paperwork, etc.
Viktor is also working on an automated robot, and while this has in the past been turned down as a help for the mines because the workers fear losing their jobs to a machine, the idea would be that once it's ready, it could be used in conjunction with the workers to delve into unsafe parts of the mine on their behalf, so no human worker risks injury or contamination, etc. This is more something to return to in the future once the automation is perfected, but wanted to throw it out there as something that might come up.

As a suggestion, this can include: better or fresher supplies to the general store at the Farhill Mining Town, a dedicated medical clinic on-site, improvements to the structure of the homes, a stipend for sick days, or other items of that nature. Additional improvements can be requested in the future.
They'll need to put it back to a vote with the Conclave next meeting to get the more specific motion passed.

Proposal: Thorne would like to propose a stipend and/or Summoned being paid by the crown for things they help out with around the castle of Thorne. While a stipend would be the most favorable outcome, the Summoned understand that the economy needs to function and would accept some amount of income from the jobs they've taken on to keep the castle running to prove their goodwill and their willingness to work. They may not give up on the concept of a general stipend to easily, but they'll be satisfied with some amount of income -- allowing them to frequent city businesses, shops in Borrel, as well as improving goodwill in Nocwich by allowing them to shop more there as well.
If they are also willing to consider it, a stipend for newly arrived Summoned would be welcome, at least until they are able to get settled.
Notes: The proposal is presented formally by the three representatives, but it was Istredd's idea.

Tasks the Summoned can take on around the Castle in exchange for money from the Crown include shelving library books, gardening, assisting in the kitchens, working in the stables, assisting with potion ingredients, or other similar jobs.
Any Summoned who choose to dedicate themselves entirely to academic studies in magic can also receive a smaller monthly stipend. While they would not need to perform any particular task, they should be visibly studying and focusing their efforts on learning. They would only receive this stipend after 30 days in the Castle.
New Summoned would not receive a stipend since all their requirements and additional comforts like wine, good food, and clothes are provided for.

Proposal: the settlements are many and far in between, and while there already is something like a semi-regular 'public transportation' set in place, it might be beneficial to draw the connection with the settlements even further by putting up lamps in what are considered the ‘roads’ between the settlements. this will not only serve as a guiding light for anyone traveling about, but might also improve safety while traveling. should anyone get lost, they could also make their way to one of the lamps and follow the path to civilization.
Notes: Aloy submits the proposal on Wanda's behalf!
no subject
The general sense is that the woods are not meant to be lit and lights are disliked by the unusual forces that lurk in the shadows...so placing the lamps could result in unintended consequences in the future. For the time being, however, the lamps can be put up without interference from the Council or the locals.
REPRESENTATIVES
As a soft deadline, submit your representative bid by mid-month and close votes by end of month.
THORNE
no subject
Character Name Lucifer
Links & Reasoning "I've kept all you idiots safe even if I don't like you and I've always had the Thorne Summoned's best interests."
The Thorne Summoned is very specific, especially to anyone that knows his true feelings on Thorne.
He's clearly not trying very hard this time compared to his 'last time' (for whoever may remember), but he's also being waaaay more honest.
Most notably his attempts to keep them all safe is both of the Summoned meetings in the Horizon (Thorne's earlier in the year and more recently the All-Summoned one), where he traded off with Kyle and Kell to keep apprised of Thorne-proper and make sure the Summoned were in fact out of danger from discovery or other problems.
He's everyone's least-favorite 100% Paranoid Asshole and despite being a chaotic gremlin, he won't risk his own livelihood for that fun, so he's actively tried to warn any and every one of the Summoned about making choices that may come back to bite them all.

Character Name Jill Warrick
Links & Reasoning
Jill will bring up her own history navigating difficult political situations, specifically as a political hostage in her youth and as an actor defending a marginalized group in her own home world. She would be willing to admit that she does not see eye to eye with Thorne leadership, but does want the best for the Summoned so that they, along with Thorne itself, can prosper for however long they're here.
Her actions in Thorne for the Summoned includes recently helping Istredd with the welcoming committee, and getting involved in the recent vote regarding the Nether.

Should anyone require further persuasion, he notes that he served as representative previously and nothing bad happened. He also offers his recent acquisition of a courier job as evidence of Responsibility and Trustworthiness.

Character Name Steve Rogers
Links & Reasoning While Steve has always attended the prior conclave meetings and voting sessions, this will be his first time throwing his name in as a potential representative. While this isn't made clear verbally, he feels like it's his turn to take on the mantle after Sam served as rep a number of times — his co-captain needs a break, even if he would never admit it. Anyone who knows both of them well might pick up on that, if only by the way that they exchange glances across the room.
Steve will explain that he's often worked closely with Sam, both here in Abraxas and back home, and therefore will be picking up where he's left off. Recently they worked together (along with Cal and Viktor) to get the mines evacuated during the rifts event, as a recent example.
Steve will also mention that he held a leadership position back home, particularly with overseeing a group of enhanced/super-powered people called the Avengers, which often involved interacting with government bodies, coordinating/logistics/strategy, etc. He also served in the military and is therefore familiar with how to navigate that sort of chain of command. He's happy to discuss this part of his resume in more detail with anyone who's interested.
Those who were in the pit may also remember his rousing speeches. It's clear from his discussion during the voting process that he's used to addressing a crowd when the situation calls for it.
Link 1 - A recent log where he helped with both the Sarstina inn renovations and restoring the Red Path. For anyone who also participated, they definitely would have seen him around and heavily involved in these projects, so he should be a recognizable presence to most of the FC Summoned.
Link 2 - As discussed above, he helped to organize the evacuation of the mines so no children were harmed during the Anomalies event.

Character Name Astarion
Links & Reasoning Astarion will introduce himself to anyone who doesn't already know him, mentioning he was a magistrate (don't ask how long ago) back in his home world and has studied to update himself on the law in the Free Cities. He is currently doing
legal consultation among other things for Rio Enterprises. He gets along very well with others, especially the non-human contingent of Abraxas*.

Character Name Claude von Riegan
Links & Reasoning Claude is one of the current Conclave representatives and is back to volunteer again!
He'll introduce himself to any new faces and for the sake of brevity considering it's not changed from the last couple times he's given it, give a little summary of his initial speech with what he feels are his qualifications for continuing on as representative. It comes with his usual amount of charm and ease in addressing a crowd to go with that experience from home. As always, it comes with welcoming any questions about said experience at home or here either now or later on if anyone would prefer to ask in private.
For some of the more recent things he's assisted with by way of continuing to be a familiar face to Portam Hall on behalf of the Summoned, they include serving as one of the delegates along with Nadine on the recent trip to the Nether to provide assistance to the Draconae. There was also the Red Path rebuilding he helped organize with Hilda, Sam Wilson, and Sylvain.
Claude will also mention that if he stays on (with a brief tangent to mention he fully encourages anyone else interested in being a representative to step forward as he'll step down), he'll be glad to work with anyone for what they might want to accomplish. And if he doesn't, he'll look forward to supporting the representatives chosen.

SOLVUNN
no subject
Character Name Haelva
Links & Reasoning Haelva should not have this position. You do not want her to have this position. She will say none of those things, and instead highlight pre-Abraxas experience as leading a diverse group of people with conflicting personalities and goals effectively and to great success, as well as how she's established herself here communicating regularly with Summoned from other factions to create a united front for Summoned to push from both ends, as well as helping in the Nether.

Character Name Aloy
Links & Reasoning
Aloy has (reluctantly) served on the Conclave before.
Though she lives out in her weird bushcraft woods fort, Aloy has been known to step up and help Solvunn when needed. She's also made herself available at mingles to teach archery and survival skills to both Summoned and natives alike. She even (questionably) invited everyone to said woods fort fairly recently. She's not very personable--but she is responsible, which probably counts for something.
If others want this position, however, she will readily step down.

MOTIONS
Motions should be proposed below by mid-month and votes should conclude by the end of the month, in time to be formally submitted to the mod team.
For personal requests, use the Plot Engagement as usual.
THORNE

Motion: Istredd would like to petition Thorne for a stipend and/or Summoned being paid by the crown for things they help out with around the castle. They've been gardening, magical and physical training, working in the library, etc., and while Thorne doesn't need them to do that as they have their own people, the Summoned are helping out as part of the community.
It is underlined that having payment for these things would give them more of an ability to spend money in the nearby castle city and in Borrel so they're not constantly browsing without putting money down. (Also in Nocwich.) And it would be them working for the crown technically within the castle.
A stipend in general would be nice but in this situation it would require some work to be done in exchange so capitalism still is in full force. If they'd consider a stipend for newcomers who haven't found their feet yet, that would be thrown out there.
