While this isn't made clear verbally, he feels like it's his turn to take on the mantle after Sam served as rep a number of times — his co-captain needs a break, even if he would never admit it. Anyone who knows both of them well might pick up on that, if only by the way that they exchange glances across the room.
Steve will explain that he's often worked closely with Sam, both here in Abraxas and back home, and therefore will be picking up where he's left off. Recently they worked together (along with Cal and Viktor) to get the mines evacuated during the rifts event, as a recent example.
