There is no formal introduction log for characters joining the game, which means that players are free to introduce their characters however they would like.

Upcoming modplot will be announced on the OOC community, signal boosted on Plurk and listed on the Calendar! Please be aware that Event #6, scheduled for the 18th of this month, will offer opportunities for characters from different factions to meet up in a (mostly, and temporarily) friendly environment...

Alucard could potentially be excellent CR for the last part about technological breakthroughs with humanitarian benefits. His massive depressive episode aside, that was very much his mother was trying to push for before [gestures at the entire plotline of Castlevastle]. He's currently wrapped up a cemetery restoration project and may be moving onto something similar, meaning that research paths could easily cross.

oh that sounds like a great jumping off point! Viktor is definitely keen to rub elbows with like-minded individuals, and if he already has a project going even better. TELL HIM HOW TO HELP he will be happy to do so

Excellent excellent! Alucard technically has an open post up at the moment if you'd be inclined to bullshit a first run in. (And I'm fine with writing a starter as well.)

I can tag in! Library prompt is looking good but if you think it makes more sense for them to meet at the cemetery I can make that happen--just lmk if you have a preference!
